As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
It is permissible to clean one’s hands with such hand sanitizers, the alcohol contained is synthetic (ethyl alcohol) and is not considered impure (although impermissible to consume in intoxicating ways).
It is better to wash it off ones hands before performing Salaah, though Salaah will be permitted.
