Answer:<\/strong><\/p>\n\n\n\n

The religion\nof Islam is a complete and perfect way of life. It does not only pertain to acts\nof worship, rather it addresses all other aspects of human life, whether it be\npolitically, socially or economically related. As Muslims, we are obliged to\nadhere at all times to the injunctions of the sacred Shariah and govern our\nlives in accordance to its divine laws and legislations.<\/p>\n\n\n\n

Unfortunately,\nwe live in a country that rules and governs through the system of democracy. Democracy\nis a form of\ngovernment in\nwhich the supreme power is vested in the people and exercised directly by them or by their elected agents under a free electoral system. The\nbasis of democracy is judgment of the people for the people i.e. the people are the ones who legislate. This is a direct\ncontradiction of the fundamental principles of Islam since legislative\nauthority is given to someone other than Allah \ufdfb. Judgement and\nlegislation is an authority exclusive to Allah \ufdfb.Allah \ufdfb mentions in the\nHoly Quran:   \u0627\u0646 \u0627\u0644\u062d\u0643\u0645 \u0627\u0644\u0627 \u0644\u0644\u0647   <\/p>\n\n\n\n

The judgment is for none but Allah<\/em> {6:57}<\/p>\n\n\n\n

 Allah \ufdfb\nalso mentions:  \u0648\u0644\u0627 \u064a\u0634\u0631\u0643 \u0641\u064a \u062d\u0643\u0645\u0647 \u0623\u062d\u062f\u0627<\/p>\n\n\n\n

He makes none to share in His Decision and His Rule.<\/em> {18:26}<\/p>\n\n\n\n

Voting in a\ncountry which is not governed by the Laws of the Sacred Shariah, is an issue of\ngreat contention amongst the Islamic Scholars. The\ncorrect opinion however, is that voting in such a country is permissible with conditions.\nThe Fiqh Council of the Islamic World League, has examined the issue of\nParticipation of Muslims in elections with non-Muslims in non-Muslim countries.\nAfter thorough research and discussion on the matter, the Council determined the\nfollowing:<\/p>\n\n\n\n

1. Whether\nMuslims should participate in elections and politics of a country will be\nregarded as a religious issue. It should be decided based on what will achieve\nthe maximum benefit for the Muslims. This ruling may differ from time to time,\nand place to place.<\/p>\n\n\n\n

2. It is\npermissible for a Muslim citizen in a non-Muslim country to participate in\nelections if clear benefits are achieved by doing so, such as presenting the\ncorrect image of Islam to the people, defending Muslims\u2019 interests, protecting\ntheir rights, putting them in positions of influence, and cooperating with\nfriendly moderates in achieving justice.<\/p>\n\n\n\n

Guidelines to be observed<\/p>\n\n\n\n

a) The Muslim\nwho participates must do so with the intention of achieving benefits for the\ngeneral Muslim population, and protecting them from harm and injustice. <\/p>\n\n\n\n

b) There must\nbe a reason to reasonably expect that participation in the political process\nwill have positive effects for the Muslims in the country in question,\nsuch as strengthening their influence, protecting their interests, and allowing\ntheir concerns to reach those in charge. <\/p>\n\n\n\n

c) Participation\nin these elections should not lead to neglecting religious duties.[1]<\/a><\/p>\n\n\n\n

Therefore, if\nit is anticipated that by participating in elections, this can result in the minimization\nof corruption, mischief, hostility against Muslims, oppression<\/strong> <\/strong>and injustice which is\nprevalent in the country, then he should participate with that intention. The\nMessenger of Allah \ufdfa said:<\/p>\n\n\n\n

Messenger of\nAllah <\/em>\ufdfa<\/em> said: “Whoever amongst you sees an\nevil, he must change it with his hand; if he is unable to do so, then with his\ntongue; and if he is unable to do so, then with his heart; and that is the\nweakest form of Faith. <\/em>{Muslim}<\/em><\/p>\n\n\n\n

The Holy\nProphet \ufdfa also said:    \u0625\u0650\u0646\u064e\u0651 \u0645\u0650\u0646\u0652 \u0623\u064e\u0639\u0652\u0638\u064e\u0645\u0650 \u0627\u0644\u0652\u062c\u0650\u0647\u064e\u0627\u062f\u0650 \u0643\u064e\u0644\u0650\u0645\u064e\u0629\u064e \u0639\u064e\u062f\u0652\u0644\u064d \u0639\u0650\u0646\u0652\u062f\u064e \u0633\u064f\u0644\u0652\u0637\u064e\u0627\u0646\u064d\n\u062c\u064e\u0627\u0626\u0650\u0631\u064d<\/p>\n\n\n\n

The best form of Jihad is upholding the truth before a\ndespotic ruler {At-Tirmidhi}<\/em><\/strong><\/p>\n\n\n\n

Therefore if one believes that by voting for or against a\nparticular Political Party the aforementioned evils can be lessened then he\nshould vote.<\/strong><\/p>\n\n\n\n

If the general Muslim population declines to vote and\nrefuses to participate in elections or take any political or governmental post\nand offices, it will definitely have a negative impact on the welfare and\nwellbeing of the Muslims, especially in Muslim minority countries.<\/strong><\/p>\n\n\n\n

Misconceptions\nand Clarifications<\/p>\n\n\n\n

Misconception<\/p>\n\n\n\n

1. Voting is democracy and <\/em>Democracy is a system that is contrary to Islam. Thus if a Muslim\nvotes he is supporting democracy.<\/p>\n\n\n\n

Clarification<\/p>\n\n\n\n

Voting is a\nformal indication of ones choice between two or more candidates or parties\nthrough the ballot system. This is not considered democracy, rather it is only\na symbol and part of the democratic system. Thus voting in itself does not contradict\nthe teachings of Islam. <\/p>\n\n\n\n

Furthermore,\nparticipation in elections does not mean that one is supporting democracy, the\nreason being that, if the Muslims refuse to vote the government will still be a\ndemocratic one. If however, they choose to vote for a particular party benefits\ncan be gained. The Shariah is predicated\non the benefits of human-beings which also includes the prevention and\nelimination of harm. Its laws are designed to ensure these benefits. Imam Ash-Shatibi mentions in his Muwafaqaat<\/em>:\nThe goals and objectives of the laws of Shariah is to safeguard the interests<\/em> and well-being of individuals,\n(Muslims in particular) both in this world and the hereafter.[2]<\/a> Therefore,\nif there is a possibility of minimizing the evil and corruption in a country or\nat least curbing its spread and bringing benefit to its people through voting\nfor a particular Party, then it should definitely be encouraged. <\/p>\n\n\n\n

Misconception<\/p>\n\n\n\n

2. Voting and supporting a democratic government goes\nagainst the doctrine of Al-Wala’ wal-Bara (<\/em>loyalty<\/em> and disavowal <\/em>for the sake of Allah \ufdfb<\/em>) i.e. total <\/em>loyalty to that which is in accordance to Islam and disavowal of\neverything that is not.<\/em> Thus violation of the principle of Al-wala wal bara is an act which\nconstitutes Kufr.<\/em> <\/strong><\/p>\n\n\n\n

Clarification<\/p>\n\n\n\n

There are different types of loyalty; the violation of religious loyalty\nwhich is based on creed and belief may take a person out the fold of Islam. As\nfor loyalty relating to worldly affairs, whether socially, economically,\nfinancially or politically related, it is not only permissible but encouraged\nin Islam regardless of differences in religion. The\nMessenger of Allah \ufdfa participated in the Al-Fudul\nAlliance (\u062d\u0644\u0641 \u0627\u0644\u0641\u0636\u0648\u0644)<\/em> before\nProphethood. One of its objectives was to restore the rights of the oppressed\nperson regardless of his origin. After Prophethood he \ufdfa\nmentioned the incident and remarked:<\/p>\n\n\n\n

\u0648\u0644\u0648 \u062f\u0639\u064a\u062a \u0628\u0647 \u0641\u064a\n\u0627\u0644\u0625\u0633\u0644\u0627\u0645 \u0644\u0623\u062c\u0628\u062a <\/p>\n\n\n\n

If I am\ninvited to join a similar (alliance) in Islam, I will surely join it.<\/em><\/strong><\/strong><\/p>\n\n\n\n

This is because Islam aims at combatting and eradicating\nevils such as injustice and oppression at all levels. When the Holy Prophet <\/strong>\ufdfa<\/strong> migrated to\nMakkah there were Jews and Arabs living there, he considered them part and\nparcel of Madina. The Holy Prophet <\/strong>\ufdfa<\/strong> <\/strong>formed a treaty with the\nJews and Arabs of Madina. The object of this treaty was the general welfare of\nthe citizens of Madina.<\/strong><\/p>\n\n\n\n

In summary, regarding the issue of Al-Walaa wal Bara, it is\nevident from the Shariah that it is permissible to have some level of\ncooperation between Muslims and non-Muslim in worldly related affairs\nespecially where benefits can be obtained.<\/strong><\/p>\n\n\n\n

Misconception<\/p>\n\n\n\n

3. This is a Non-Islamic State and Muslims should not be\ninvolved in political and governmental affairs.<\/em><\/strong><\/p>\n\n\n\n

 <\/strong>Clarification<\/p>\n\n\n\n

This is a statement of a person who is ignorant to the laws\nof Islam. As stated above, Islam is a complete and comprehensive religion. It\nencompasses every aspect of human life and without doubt, the political aspect is\na major part. We are all citizens of this country and Islam stresses the\nimportance of showing patriotism to the society and country one lives in. We\nare obligated to protect our country and combat the ills and evils prevalent\ntherein.<\/strong><\/p>\n\n\n\n

Misconception<\/p>\n\n\n\n

4<\/strong>.Instead of supporting a non-Muslim\ngovernment we should work towards establishing an Islamic State <\/strong>which will govern its citizens by the laws\nof Shariah.<\/p>\n\n\n\n

Clarification<\/p>\n\n\n\n

The ultimate\ngoal is to establish an Islamic government. However being a minority sect, with\nour limitations and restrictions, this does not seem<\/em> to be immediately\nachievable<\/em>. We\ncan however participate in the elections with the intention of reducing the evil and corruption\nand seeking benefit for the Muslim population.[3]<\/a><\/p>\n\n\n\n

Who\nshould I vote for?<\/p>\n\n\n\n

Just to\nreiterate, we are not voting to support a system which governs according to something other than that which\nAllah \ufdfb has revealed, rather to lessen the evil\nand corruption, so that goodness may overcome evil and justice may prevail. It\nis not a sign of affiliation to the disbelievers, nor is it a support for \u201cdemocracy\u201d.<\/strong><\/strong><\/p>\n\n\n\n

Before voting one must weigh the pros and cons to determine\nwhich party he should vote for. Two principles should be considered when voting\nfor a party:<\/strong><\/p>\n\n\n\n

1) That party which has a lesser degree of evil.<\/strong>[4]<\/a><\/strong><\/p>\n\n\n\n

2) That party which seeks the interest and well-being of the\nMuslim population.<\/strong>[5]<\/a><\/strong><\/p>\n\n\n\n

Both of which can be determined by looking at the past\nperformance of Parties and at their manifesto. In a case where one is faced\nwith the dilemma of choosing a party which may benefit the people economically\netc., but at the same time promotes evils such as homosexuality, acts of\nindecency and immorality, propagating corrupted beliefs and ideologies and discrimination\nagainst Muslims, in such a case the following principle should be applied:<\/strong><\/p>\n\n\n\n

\u062f\u0631\u0621<\/em> <\/em>\u0627\u0644\u0645\u0641\u0633\u062f\u0629\u0645\u0642\u062f\u0645 \u0639\u0644\u0649 \u062c\u0644\u0628<\/em> <\/em>\u0627\u0644\u0645\u0635\u0644\u062d\u0629 <\/em><\/strong>[6]<\/strong><\/em><\/a><\/em><\/strong><\/p>\n\n\n\n

 Warding off corruptions <\/em>and <\/em>evils<\/em> takes precedence over <\/em>deriving<\/em> benefits.<\/em><\/p>\n\n\n\n

Therefore,\npreference should be given to that Party which seeks to combat evil and\ncorruption over that party whose aim is just to raise the standard of living\nand worldly benefits. In other words we should vote against that Party whose\nevil is of a greater degree. <\/p>\n\n\n\n

NB<\/strong>: The greatest evil a government can\nengage in, is the oppression and discrimination against Muslims. A person\nshould only vote for that party who he thinks will benefit the Muslims of that\ncountry, see to their needs and well-being. This should be of first priority, worldly\nbenefits should not take precedence.<\/p>\n\n\n\n

NB: <\/strong>Through the Grace and Mercy of Allah\n,\ufdfb as Muslims in this\ncountry, we are fortunate to practice our religion freely to a great extent,\ndespite being a minority sect. Therefore, when voting one should select that\nParty he thinks will contribute positively to the Muslim population.<\/strong><\/p>\n\n\n\n

Important reminder <\/p>\n\n\n\n

The aforementioned\nrefers to voting because of the need that exist. As for participating in political\ncampaigns and rallies, it is totally prohibited in Islam. The reason is quite\nobvious as it involves acts which violate the teachings of Islam, such as intermingling,\nmusic, dancing, alcohol and other forms of evil. Moreover, it clearly shows\nones support for the disbelievers and their unjust system.<\/p>\n\n\n\n

Conclusion<\/p>\n\n\n\n

In\nconclusion, it is permissible for Muslims to vote with the intention of seeking\nto minimise evil and corruption and to benefit the Muslims in that country, not\nout of love for democracy. If however one decides to refrain from voting as he\nis unsure of which party is of the lesser evil or he simply chooses to abstain\nfrom voting as he thinks it is better for his religion, then he is allowed to\ndo so.<\/p>\n\n\n\n
